On January 24, 2019 Immigration, Refugee and Citizenship Canada ("IRCC") launched a new pilot program called the Rural and Northern Immigration Pilot (the "RNIP").

The RNIP is a community driven program that proposes to assist and support rural communities with labour market shortages and regional economic development. In addition, the RNIP is a federal pathway for foreign nationals to work and obtain Permanent Resident status in Canada similar in some respects to the Manitoba Provincial Nominee Program's (MPNP) Strategic Initiatives. One obvious difference being that the RNIP is community driven whereas the MPNP Strategic Initiatives are employer driven.

Take note that IRCC has provided an extremely short window to apply under the RNIP with the deadline for applications fast approaching on March 1, 2019 at 11:59pm PST.

 

The Rural & Northern Immigration Pilot (RINP) is employment driven and was created to help smaller rural and remote communities attract foreign workers of various skill levels and provide them with permanent residence.

 

A job offer** must be obtained from an employer from one of the participating communities listed below :

• North Bay, ON

• Sudbury, ON

• Timmins, ON

• Sault St. Marie, ON

• Thunder Bay, ON

• Brandon, MB

• Rhineland/Plum Coulee /Gretna/Altona, MB

• Moose Jaw, SK

• Claresholm, AB

• Vernon, BC

• West Kootenay (Trail, Castlegar, Rossland, Nelson), BC

 

If a community endorses you and you’re successful in applying for permanent residence, you’ll then move there to work and live.

 What do you need in order to apply?

• GET A RECCOMENDATION

  It must be from a designated community economic development organization, they make this recommendation based on:

1. your intent to live in the community

2. your job offer in the community and the economic needs of the community

3. your work experience and skill set

4. your ties to the community

• HAVE QUALIFYING WORK EXPERIENCE or INTERNATIONAL STUDENTS

  For students you must graduate from a publicly funded post-secondary institution, from a 2 year program and full-time in the recommending community

•  HAVE A QUALIFYING JOB OFFER

The job you’re offered must meet all of these requirements

•  The job must be full-time- this means mean you work at least 30 paid hours per week

• The job must be non-seasonal - in general, this means you have consistent and regularly scheduled paid employment throughout the year

• Your employment is permanent this means that there is no set end date

• The wage must meet or exceed the Job Bank’s minimum wage for your job offer’s NOC

• Your experience must demonstrate that you can perform the duties of the job offered

• LANGUAGE REQUIREMENTS

The minimum language requirements for each NOC category are

•  NOC 0 and A: CLB/NCLC 6

• NOC B: CLB/NCLC 5

• NOC C and D: CLB/NCLC 4

• EDUCATIONAL REQUIREMENTS

1. A Canadian high school diploma OR

2. An educational credential assessment (ECA) report, from a designated organization or professional body, showing that you completed a foreign credential that’s equal to Canadian secondary school (high school)
